Test400K is dedicated to empowering healthy and safe communities by ending violence against women and children. Our mission is to promote the systems change and resources needed to eliminate the immediate backlog of 400,000 untested rape kits across our nation – and the risk of future backlogs -- in order to ensure justice for sexual assault victims and to facilitate the swift identification and removal of dangerous sexual predators from our communities.
We are working to build a high impact, public/private network and results-driven advocacy strategy centered upon achieving greater public awareness of the issue and spurring the implementation of best practices policies, law enforcement protocols, clinical/forensic procedures and deployment of advanced technologies that ensure justice and accountability for rape victims throughout every phase of the criminal justice system.
Test400K was founded in March 2013 by Chicago-based Lifeway Foods Inc. CEO and former rape crisis counselor, Julie Smolyansky, and jewelry designer Jason Burdeen. Since then, they have joined the Rape Kit Action Project (RKAP) and have formed partnerships with leading advocacy organizations in Illinois and across the nation, including Natasha’s Justice Project and the Joyful Heart Foundation, in their fight to eliminate the backlog across the country and spur long-term policy solutions.

Julie Smolyansky became the youngest female CEO of a publicly held firm when she took over Lifeway Foods at age 27. Since that time, Julie has bolstered the company’s growth trajectory with innovative product development and marketing strategies, boosting annual revenues to over $130 million by 2015 and expanded distribution throughout the United States, Canada and the UK. She was recently named to Fortune Business ‘40 under 40,’ Fortune’s 55 most influential women on Twitter and Fast Company’s Most Creative People In Business 1000.
Julie serves as a member of the United Nations Foundation Global Entrepreneurs Council and is part of the 2015 class of Young Global Leaders of the World Economic Forum. She has produced several documentaries, including “The Homestretch,” “Honor Diaries" and “The Hunting Ground” and recently founded the nonprofit Test400k. She lives in Chicago and is the mother of two girls.
Former host of Lifetime’s Cook Yourself Thin and TLC’s Homemade Simple, Candice Kumai was the youngest chef to compete on Bravo’s inaugural season of Top Chef at age 23. Candice received her professional training from Le Cordon Bleu California School of Culinary Arts, and she has written and developed recipes for more than half a dozen cookbooks, including The Skinny Bitch Cookbook. She is the former Food Editor-At-Large at Shape and Men’s Fitness and her previous cookbooks include Cook Yourself Thin, Pretty Delicious, Cook Yourself Sexy, and Clean Green Drinks.
